Over the years, increasing complexity of federal and state laws has forced business and industry to carefully manage full compliance with environmental regulations. In order to minimize the risk of incurring liability and penalties for non-compliance, it is imperative that companies manage environmental compliance carefully

Premier personnel have worked with industrial clients to ensure that their facilities remain in compliance with the ever-changing environmental laws and regulations. In addition to helping clients audit their compliance, Premier personnel are well equipped for negotiation between the client and local, state, and/or federal regulatory authorities.

Premier's environmental compliance services include:

  • Development of air permits (including Clean Air Act (CAA) Title V and state permit programs);
  • Air dispersion modeling using industry standard and EPA-approved computer models;
  • Development of wastewater and stormwater discharge permits;
  • Technical evaluations of operating data to facilitate the negotiation of discharge or emission limits; and
  • Development, audit, and revision of environmental compliance documents.

Examples of environmental compliance documents that are typically generated annually or revised periodically include, but are not limited to, the following:

  • Stormwater Pollution Prevention Plans (SWPPP);
  • Spill Prevention, Control, and Countermeasures Plan (SPCC);
  • SARA Section 313 Toxic Chemical Release Inventory (Form R);
  • SARA Section 312 Tier II Emergency and Hazardous Chemical Inventory;
  • Annual Hazardous Waste Management Reports;
  • Industry-Specific Compliance Documents (e.g., Drip Pad Management Plan and Incidental Drip Contingency Plan)

Compliance Management Staff

Joseph Ricker, Senior Engineer

Expertise: Management of environmental remediation, environmental investigations, and long-term operation and maintenance activities at CERCLA, RCRA, and other hazardous waste sites.

Mr. Ricker is a registered professional engineer who provides technical expertise in Premier's Memphis office. He has developed ambient air monitoring programs, site investigation work plans, long-term monitoring and maintenance programs, groundwater monitoring programs, and air dispersion analysis models. Mr. Ricker has provided technical support for natural attenuation projects and managed operations and maintenance for groundwater treatment plants. He previously developed a method to evaluate groundwater contaminant plume stability that was highlighted by EPA Region IV as a RCRA Showcase Pilot.

Timothy Goist, East Regional Manager

Expertise: Hazardous waste assessments; conceptual evaluation of remedial alternatives; development of regulatory strategy; litigation support and expert testimony; agency negotiation; remedial design and implementation; Phase I/Phase II Environmental Site Assessments; environmental training; financial management; and industrial real estate environmental assessments.

Mr. Goist manages the East region for Premier. In addition to his management role, Mr. Goist is responsible for lead project management on a number of projects for various clients. Mr. Goist has seventeen years professional experience with over fourteen years technical experience on major industrial projects as well as commercial projects, providing numerous Phase I environmental liability assessments, geologic and hydrogeologic assessments, innovative in-situ remediation projects, multi-media environmental compliance audits for large industrial and government facilities, and extensive experience in acquisition of ground water, soil, sediment, surface water, wastewater, sludge and miscellaneous waste samples for environmental testing and analysis. Mr. Goist is registered as professional Geologist in the state of Georgia, South Carolina and Florida.
